Update from the Library of Parliament pay equity committee – employee representatives

The committee declared an impasse on June 19, 2024 due to the employer limiting the full participation of the pay equity committee in the job evaluation process, and so it requested the Office of the Pay Equity Commissioner  to intervene by mediation.

On November 4, 2024, the employee representatives met with the employer at the Library of Parliament for a mediation session. After a full day of discussions, and despite efforts to find common ground, the employer ultimately rejected the employee representatives’ counterproposal, which was offered as a concession to demonstrate our willingness to make progress. 

The employer has not shifted from its initial position and continues to oppose the committee’s ability to carry out the mandate assigned to it by the Pay Equity Act, and indicated that the Pay Equity Commissioner may issue an order to resolve the matter.

What’s next? 

The Office of the Pay Equity Commissioner will reach out to the parties to initiate an investigation. Following the investigation, the Commissioner will render a decision on the disputed issues. Until then, the activities of the pay equity committee are suspended.

Additionally, any requests made by the employer, including the request to dissolve the committee and the request for an extension (link accessed for Library of Parliament employees only) to post the pay equity plan, are on hold pending the Commissioner’s decision.
