CAPE and the Library of Parliament sign new collective agreement

The Canadian Association of Professional Employees (CAPE) and the Library of Parliament (LoP) have now signed a new collective agreement. This new agreement expires June 16, 2026.

As you will recall, this new four-year agreement was ratified in December 2023. However, since the ratification the parties have been working to correct minor errors in the text and to update some of the language. The good news is that the new wage rates, retroactive payments and lump-sum payments have not been delayed as a result of this revision process.

The LoP has confirmed that the following payments were made:

  • First pay with the up-to-date rates was issued on January 31, 2024 
  • The $2,500 lump-sum payment (for those eligible) was also issued on January 31, 2024 
  • Retroactive payments were issued on February 14, 2024
