CAPE is looking for volunteers to join the 2025-2028 Member Conduct Roster (MCR), pursuant to By-law 5. By-law 5 provides a framework for acceptable member conduct and the resolution of disputes between CAPE members.
The MCR consists of 12 members and is established by the National Executive Committee (NEC) on a triennial basis. The MCR is used to establish 3-person Roster Panels, which receive member-to-member complaints under By-law 5 and may be required, among other things, to:
Review individual complaints and determine whether a complaint is screened in
Conduct investigations and reviewing investigation reports, where appropriate
Make recommendations to the NEC based on the findings from an investigation
Maintain confidentiality throughout the complaint process
The Roster Panels are struck, as needed, and review individual complaints to ensure an unbiased consideration of each case. The General Counsel shall assist and advise each Roster Panel in making decisions that are not arbitrary, discriminatory or in bad faith.
CAPE members can apply now for the Member Conduct Roster
In establishing the MCR, the NEC will first consider the skills and competencies of the candidates, and, where possible, will endeavour to find balance across regions and bargaining groups.
