Close to 4,000 Civilian Members of the RCMP are expected to transition to the federal public service on May 21, 2020 and simultaneously to be moved from a functional pay system to the beleaguered Phoenix pay system. CAPE represents close to 500 of these Civilian Members and is urging the government to reconsider its decision to move them to Phoenix.
This decision has caused outrage in the union community. Many Civilian Members of the RCMP are terrified of falling prey to the technological whims of Phoenix, and rightly so.
CAPE has been consulting with the Treasury Board and the RCMP about the transition process. Since the beginning of these discussions, we have been clear about our opposition to the Civilian Members’ transfer to Phoenix. We also continue to demand a more acceptable and viable option to prevent their exposure to any risk of payment failures.
Today, we join the union community and thousands of people who have already signed a petition tabled by Lenore Zann, Member of Parliament for Cumberland-Colchester to delay their transfer to Phoenix “until the problems with it have been fixed or until there is a reliable and stable replacement.”
