A total of 30 positions to fill in November 2023

As required by the Constitution, the Elections and Resolutions Committee (ERC) oversees CAPE’s national election process.  In 2023, the ERC will oversee the election of 30 positions to form the next National Executive Committee (NEC) for a three-year mandate that will extend from January 2024 to December 2026.

Those include:

  • 1 president
  • 1 EC/LoP/OPBO vice-president
  • 1 TR vice-president
  • 23 EC directors
  • 2 TR directors
  • 1 LoP director
  • 1 OPBO director

About the positions

1. President

The president is the sole full-time, compensated elected official at CAPE and represents all bargaining units.

President’s standard employment contract – 2024-2026 term:

The president-elect must be prepared to sign and execute the standard employment contract for that position prior to assuming office.

The president’s contract and salary package for 2024- 2026 were reviewed and approved by the National Executive Committee May 30, 2023.

President’s salary 2024-2026 term:

The president-elect will have their salary set at the range minimum in the first year. Their salary will be increased to the next step on January 1st in each of the successive years of their term of office.

A re-elected president will continue to have their salary increased on January 1st in each successive year to the next step in the range until their salary is at the range maximum.

As outlined in section 36 of CAPE’s Constitution, the president’s financial terms and conditions are subject to an independent review on a triennial basis following a constitutional change voted by the membership on November 25, 2022.

Travelling allowance for president residing outside the National Capital Region:

As per the president’s standard employment contract, the position of president is based in the National Capital Region (NCR). In the spirit of inclusion,  on May 30th, 2023, the National Executive Committee approved that the National Joint Council Travel Directive  shall apply, up to a maximum of $50,000 per year, to allow a president residing outside the NCR to travel to the NCR to fulfill their duties and obligations under their employment contract.  The President’s travel expenses to the NCR shall be posted each year for the membership in a separate line item in the budget starting in 2024 and in the Financial Statements.

2. Vice-President

There are two vice-presidents, one for EC, LoP and OPBO members, and the other representing TR members. Vice-presidents may need to assume the duties of the president in their absence. The vice-presidents sit on the NEC, Presidents’ Council (as observers only), the Local Leadership Council, the Finance Committee and other sub-committees and standing committees as they choose, with the exception of the Audit Committee and the Elections and Resolutions Committee.

In addition to these regular meetings, vice presidents are also expected to attend the Annual General Meeting, any Special General Meetings, Local Leaders Meetings, and Membership Budget Meetings as observers only.

Vice-president’s compensation:

Vice-president is an unpaid volunteer position, where CAPE reimburses the vice-president for all unpaid time off needed from their job to fulfill their CAPE duties.

3. Director

Director is an unpaid volunteer position, where CAPE reimburses the director for all unpaid time off needed from their job to fulfill their CAPE duties.

CAPE elects directors to represent the various bargaining units. As per the Constitution, except  for the TR bargaining unit, the size of the bargaining unit determines the number of directors for the EC group and will increase if needed to reflect the growing size of the EC membership.

CAPE will have 27 directors for 2024-2026. The size of the bargaining unit determines the number of directors for that group. The breakdown is as follows:

  • 23 EC directors
  • 2 TR directors
  • 1 LoP director
  • 1 OPBO director

Directors sit on the NEC and at least one standing committee or sub-committee and are also expected to attend the Annual General Meeting, any Special General Meetings, Local Leaders Meetings, and Membership Budget Meetings as observers only.

Director’s compensation:

More about the 2023 Election

Who can stand for election?

All registered CAPE members can stand for election. Members must submit a nomination form and have one sponsor if they wish to be a director. To run for president or vice-president, 10 sponsor signatures are required. Full instructions for registration are provided in the Call for Nominations.

How do I run for office?

Members interested in serving on the National Executive Committee must submit their nomination form by September 1st follow the instructions, meet deadlines and comply with all the requirements.

The Elections and Resolutions Committee issues the call for nominations by email by no later than June 1st leading up to an Annual General Meeting in the fall. The call for nominations includes instructions on how to register as a candidate.

Election debate

A debate event is usually held in the fall, and information about candidates if provided will be posted on the CAPE website to inform voters.

Encouraging diversity

CAPE welcomes candidates with a wide range of skills, experiences, and backgrounds, including people belonging to equity-deserving groups. Candidates do not need to have previous experience with CAPE to run for office. Training and support will be provided to all elected NEC members to support them in their roles.
